1. Separate Vehicle and Pedestrian Access Where Possible

Using different access points reduces conflicts between workers on foot and moving vehicles. If a shared access point is unavoidable, the operating procedure should clearly define who controls movement and when.

2. Maintain Sight Lines

Gate locations should allow drivers and gate controllers to see approaching pedestrians, vehicles and road users. Avoid placing temporary materials, containers or signs where they block visibility.

3. Keep Gates Secure When Not in Use

Access gates should remain closed or controlled outside active entry and exit movements. Check hinges, latches, locks and temporary securing systems regularly.

4. Plan Delivery Movements

Large deliveries can temporarily affect the footpath, shoulder or road. The site team should coordinate arrival times, gate opening, reversing movements and temporary traffic control before the vehicle arrives.

5. Protect the Public Edge

The gate area should not leave sharp edges, projecting materials or unstable panels exposed to pedestrians. Any temporary opening should be controlled until the gate is closed again.

6. Provide Clear Signage

Use clear signs for:

• Site entrance
• Authorised access only
• Pedestrian route
• Delivery instructions
• Emergency access where applicable

Signage should support the actual operating arrangement rather than create conflicting instructions.

7. Check Ground and Gate Movement

Heavy vehicle movements can damage the ground surface around gates. Review settlement, loose materials, drainage and any condition that could affect safe opening or closing.

8. Include Gates in Daily Inspections

A fencing inspection should include each gate, not only the fixed hoarding panels. Record defects, temporary repairs and any access-control issue that needs follow-up.
