RTA NOC Mobilisation Readiness Checklist Dubai

Receiving an RTA NOC is not the final step before work begins. The project team still needs to confirm that the approved documents, permit conditions, equipment, access arrangements and site team are aligned before mobilisation.

1. Confirm the Latest Approved NOC

Keep the approved NOC and any conditions together in the mobilisation file. Confirm the approval is valid for the planned work dates and exact project location.

2. Issue the Latest Approved Drawings

The site team should work only from the latest approved drawing revision. Remove superseded drawings from active site folders so old layouts are not used by mistake.

3. Review Approval Conditions

Translate every approval condition into a practical site action. Typical items may relate to work limits, access, working hours, traffic control, temporary protection or reinstatement.

4. Match Equipment to the Approved Layout

Check that the required signs, barriers, cones, TMA vehicles, crash cushions and other devices match the approved arrangement. Equipment shortages should be resolved before mobilisation.

5. Confirm Site Access and Delivery Routes

Review how crews, vehicles and equipment will enter and leave the work area. Avoid access arrangements that conflict with the approved traffic-management layout.

6. Brief Supervisors and Operators

The project supervisor should explain the approved layout, work limits, emergency contacts, expected sequence and any restrictions before the first shift begins.

7. Prepare the Site Document Pack

A practical site file should include the approved NOC, latest drawings, contact list, method statement, equipment schedule and relevant inspection or handover forms.

8. Complete a Pre-Start Walkthrough

Before opening the work zone, compare the physical site against the approved plan. Record any material difference and resolve it before work starts.
