RTA NOC Submission Cover Sheet Checklist Dubai
A clear submission cover sheet helps project teams control what is being sent for an RTA NOC review and reduces confusion between drawings, supporting documents and revised files. It does not replace the authority application form, but it can improve internal quality control before submission.

1. Confirm the Project Reference
Record the project name, client, contractor, location and the internal project reference used by the team.
2. Identify the Exact NOC Scope
State what the submission covers: road works, access, utilities, temporary traffic arrangements or other infrastructure activity.
3. Add a Drawing Register
List each drawing number, title and revision so reviewers and project teams can identify the active set.
4. Add a Document Index
Include method statements, supporting letters, permits, photographs or other files that form part of the package.
5. Confirm Revision Status
Check that superseded files are removed and that the latest revision is consistent across the drawing register and filenames.
6. Record Submission Contacts
Identify the contractor contact, consultant contact and person responsible for responding to comments.
7. Complete a Final Cross-Check
Before upload, compare the cover sheet against the actual file package and verify that no document is missing or duplicated.
