RTA NOC applications often involve designers, project managers, document controllers, traffic specialists and site teams. When review comments arrive, delays usually happen because ownership is unclear rather than because the comment itself is difficult.

1. Record Every Review Comment
Create one register containing the comment reference, discipline, date received, responsible person, required action and target closure date.
2. Assign One Owner Per Comment
Every item should have one accountable owner. Supporting parties may assist, but responsibility should not be shared ambiguously.
3. Define Escalation Levels
Use a simple escalation route:
- Designer or document owner
- Project manager
- Senior technical lead
- Client or consultant decision, where required
Escalate only when the responsible level cannot close the issue within the agreed time.
4. Link Comments to Drawing Revisions
If a comment changes a drawing, record the revised drawing number, revision and date. Avoid uploading revised files without a clear revision trail.
5. Separate Technical and Administrative Issues
Technical comments may require redesign or clarification. Administrative comments may involve missing files, signatures, references or incorrect document names. Handling them separately speeds closure.
6. Track Resubmission Readiness
Before resubmission, verify that:
- all closed comments are reflected in the drawings,
- supporting documents match the same revision,
- filenames and references are consistent,
- superseded files are removed from the submission package.
7. Keep Evidence of Closure
Store marked-up drawings, revised documents and response notes so the project team can demonstrate how each comment was addressed.
8. Review the Matrix Daily During Active Comments
A short daily review prevents overdue actions and gives the project manager visibility over approval risk.
