Permit for Utilising Part of the Right of Way in Dubai – ROW Use Applications

Any use of public road space in Dubai — whether for construction, commercial activity, temporary storage, or any other purpose — requires a formal permit from the RTA. The road Right of Way belongs to the public, and utilising part of the Right of Way or part of the road for private or commercial purposes is only allowed with explicit RTA approval. What Counts as Utilising Part of the Right of Way?

• Placing construction materials, equipment, or skips on the road or pavement
• Using part of the carriageway for crane operations or heavy lifting
• Temporary occupation of parking bays or road lanes for construction access
• Commercial use of pavement space — outdoor restaurant seating, retail displays, vending machines
• Placing scaffolding, hoarding, or site offices that encroach on the road reserve
• Temporary storage of construction materials within the road corridor
• Installation of advertising structures or signage within the ROW

RTA Permit Requirements

The RTA assesses each application based on the impact on traffic flow, pedestrian movement, road safety, and accessibility. Applications must include a site plan showing exactly what will be placed and where, the duration of the occupation, any traffic management measures required during the period, and a restoration plan for returning the space to its original condition. All documents must meet RTA standard requirements.

How to Apply
