What Is ROWPS?

ROWPS stands for Right of Way Permit System. It is the RTA’s dedicated digital platform for processing all permit applications relating to works within the road Right of Way boundary in Dubai. The system allows contractors to submit drawings and documents, track application status, receive approvals, and manage active permits from a single online portal. All RTA ROW permit applications in Dubai must go through ROWPS.

What Works Require a ROWPS Permit?

  • Water, sewage, and drainage pipe installation within or crossing road reserves
  • Electricity and telecommunications cable installation along roads
  • District cooling pipe works in road corridors
  • Kerb, footpath, and landscape works within the ROW
  • Guardrail installation alongside public roads
  • Construction site fencing and hoarding adjacent to road reserves
  • Road crossings — pipes, ducts, and cables under carriageways
  • Building connections crossing the road reserve

How to Submit a ROWPS Application

Step 1 – Register on the ROWPS Portal

Contractors must register on the RTA ROWPS portal (rowpermits.rta.ae) before submitting any application. Registration requires valid contractor and trade licence details.

Step 2 – Prepare Required Documents

Prepare all required drawings and documents to RTA standard — site location plan, engineering drawings, traffic management plan, method statement, and reinstatement plan. HMJ prepares all of these — see our RTA standard drawings service.

Step 3 – Submit Through ROWPS

Upload all documents and drawings through the ROWPS portal. Incomplete or non-standard submissions are rejected at this stage — correct preparation is essential.

Step 4 – RTA Review and Permit Issuance

The RTA reviews the submission and either approves, rejects, or requests amendments. Approved permits are issued through the ROWPS portal and must be available on site during works.
