RTA ROWPS Application Service: Defining Support Scope and Client Handover

An RTA ROWPS Application Service should make responsibilities clear before work begins. A client needs to know what the support team will prepare, what the contractor must supply and what happens when review comments arrive. Defining that scope is useful for AC replacement, concrete casting, crane erection and building maintenance projects.

Full Application Support & Follow-Up

Ask for a written scope covering initial information review, drawing preparation, application coordination and response handling. Confirm whether surveys, specialist engineering, equipment deployment, permit fees and later amendments are included or separately arranged. The phrase “full support” should not leave those items ambiguous.

Agree who supplies the site location, company information, contractor authorisation, activity description and specialist documents. Missing inputs should have an owner and a due date. Do not share account passwords as part of an ordinary project handover; use the authorised access arrangements applicable to the submission.

Make follow-up deliverables visible

  • A reference for the application or submission when available.
  • A current list of outstanding comments and required client decisions.
  • Drawing revisions tied to the response being prepared.
  • A record of fees or other actions awaiting the responsible party.
  • A clear status distinction between submitted, under review and approved.

Agree how updates will be communicated and who can authorise a revised scope. An expected mobilisation date should be described as a planning target while authority review is outstanding. No support provider can substitute its own confirmation for an authority permit.

Specify the final handover package

When approval is issued, identify the permit, approved drawing set and conditions that the site team must use. Keep superseded drafts separate. If an application does not proceed, the handover should instead state its actual status, outstanding items and the actions needed before any future restart.

The project team should also agree whether renewal, amendment and closeout assistance form part of the appointment. These can become separate work stages; assuming they are included may leave a responsibility gap after the initial application.

Start with a scoped enquiry

Contact us today and let us handle your RTA ROWPS application. Send the location, activity, proposed dates and available drawings through HMJ’s quotation form. Our team can review the support required and identify the inputs still needed.

Read the ROWPS system guide and Right of Way permit support page. HMJ provides contractor support; permit decisions, conditions and approval remain with the competent authority.

Official service reference and project enquiry

Check the current RTA service for temporary occupation of part of the Right-of-Way against your proposed scope. Confirm the applicable route before starting public-space occupation.
