ROWPS Permit Amendment & Scope Change Dubai

A Right of Way project can change after a permit application has been prepared or approved. Work limits may move, construction access may change, the programme may shift, or the method of work may need a different temporary traffic arrangement. When this happens, the project team should review whether the existing ROWPS submission still describes the actual work accurately.

1. Identify What Has Changed

Start by defining the change precisely. Typical changes include:

  • Revised work limits or excavation length.
  • A different entry or exit point.
  • Changed dates or work duration.
  • New temporary equipment or access requirements.
  • A revised traffic-management arrangement.
  • Additional utility or reinstatement work.

A vague statement such as “site condition changed” is not enough for internal coordination. The team should be able to explain exactly what differs from the latest approved or submitted package.

2. Compare the Change Against the Latest Submission

Use the latest drawing and document register as the baseline. Check whether the change affects:

  • Site location plan.
  • Engineering drawings.
  • Traffic-management drawing.
  • Method statement.
  • Project programme.
  • Reinstatement information.
  • Equipment or access schedule.

This comparison helps prevent a situation where one document is revised but another still shows the old arrangement.

3. Revise All Affected Drawings Together

If work limits move, the traffic arrangement, dimensions, access points and notes may also need to change. Revision marks should be clear and the drawing issue should be consistent across the package.

4. Keep the Scope Description Consistent

The written scope should match the drawings. Check project descriptions, work dates, location references, method statements and any covering notes before uploading revised files.

5. Record the Reason for the Amendment

Keep a short internal record explaining why the revision was required. Examples include:

  • Unforeseen utility conflict.
  • Revised construction sequence.
  • Updated access requirement.
  • Client design change.
  • Site constraint identified during inspection.

This helps the project team track what changed and why.

6. Review Permit Dates and Work Programme

7. Check Site Implementation After Approval

Once the revised arrangement is accepted, ensure the site team receives the latest drawing and removes obsolete copies. A strong document-control process is as important as preparing the amendment itself.
