Completing work inside the Right of Way should be supported by clear evidence showing what was done, how the area was reinstated and what final condition was left on site. A structured closeout pack helps contractors respond to permit requirements and internal project controls.

1. Photograph the Completed Work Area

Take clear photographs of the completed work limits, access areas, reinstated surfaces and any affected public interfaces. Images should be easy to match to the project location.

2. Record Reinstatement Details

Document repaired pavement, kerbs, verges, road markings, barriers or other affected assets. Note any outstanding item that still requires correction.

3. Confirm Final Work Limits

Compare the completed area against the approved drawings and work limits. Any material variation should be recorded and coordinated before closeout.

4. Prepare Final Drawing Information

Where required, update as-built or final drawings so they reflect the completed condition. Drawing references should match the closeout register.

5. Check Access and Public Areas

Confirm that temporary access arrangements, fencing, signs, barriers and materials no longer obstruct the Right of Way unless they remain part of an approved arrangement.

6. Close Outstanding Defects

Create a simple defect list and assign responsibility. Do not close the internal permit file while significant public-facing or reinstatement defects remain unresolved.

7. Organise the Closeout Pack

A practical evidence pack may include photographs, approved drawings, final drawings, inspection records, reinstatement evidence and correspondence related to completion.
