ROWPS Photo Evidence & File Naming Checklist Dubai
Photographs can support ROWPS applications, inspections, reinstatement records and permit closeout. Their value depends on whether another reviewer can understand exactly what each image shows.

1. Photograph the Exact Work Area
Capture the work limits, nearby road features, pavements, utilities, access points and any affected public area.
2. Use Before, During and After Sets
For activities that change the site, maintain three stages:
- pre-work condition,
- active work condition,
- final reinstated condition.
3. Record Location and Date
Each photo should be traceable to a location and date. Where useful, include chainage, road name, gate number or drawing reference.
4. Use a Consistent File Name
A practical format is:
Project – Location – Activity – Date – Sequence
Example:
ProjectA-Gate2-ExistingFootpath-20260917-01.jpg
5. Avoid Generic File Names
Files named IMG001 or Photo1 are difficult to audit and easy to mix with unrelated records.
6. Link Photos to Drawings
If a photograph relates to a specific work limit or utility crossing, reference the drawing number or marked-up location.
7. Keep Original and Submission Copies
Retain originals in the project archive and create a clean submission folder containing only the relevant images.
8. Prepare a Photo Register
A simple register should list:
- file name,
- date,
- location,
- description,
- related drawing or permit reference.
9. Review Image Quality
Check that the photo is clear, correctly oriented and useful before adding it to the evidence package.
