Construction Hoarding Temporary Opening Control Checklist Dubai
Construction teams may occasionally need to create a temporary opening in an existing hoarding line for deliveries, equipment movement or short-duration access. The opening should be controlled so the site boundary does not become an unmanaged public access point.
HMJ Contracting supports construction hoarding in Dubai for active sites and public interfaces.
1. Define the Reason for the Opening
Record why the temporary opening is needed and how long it will remain open.
2. Choose the Location Carefully
Avoid creating an opening where it introduces poor visibility, pedestrian conflict or uncontrolled access.
3. Assign a Responsible Person
One supervisor should control when the opening is created and when it is closed.
4. Protect the Public Interface
Use barriers, marshals or temporary controls where people may approach the opening.
5. Control Vehicle Movements
If the opening is used for deliveries or plant, define the entry and exit procedure.
6. Prevent Unauthorised Entry
Do not leave the opening unattended while the site is active.
7. Reinstate the Hoarding
After the activity is complete, restore panels, supports and fixings.
8. Inspect the Reinstated Section
Check alignment, stability and visible gaps after closure.
9. Record the Activity
Keep photographs and a short record of:
- Date
- Location
- Reason
- Responsible supervisor
- Reinstatement status
A controlled temporary opening procedure helps maintain the integrity of the site boundary during unusual access activities.
