RTA NOC Submission Quality Control Checklist Dubai
A technically complete RTA NOC package can still be delayed when small inconsistencies remain between the application form, drawings, method statement, project dates, contractor details or supporting documents. A structured quality-control review before submission helps project teams identify these issues early.

1. Confirm the Project Identity
Before reviewing technical details, make sure every document refers to the same project information:
- Project name and reference number
- Contractor and consultant names
- Exact work location
- Scope of activity
- Planned start and completion dates
- Responsible contact details
Small differences in project names or dates can create avoidable review comments.
2. Check Drawing and Application Consistency
The application should describe the same work shown on the drawings. Review:
- Work limits
- Lane or road impact
- Access points
- Traffic-management arrangement
- Safety equipment shown
- Work duration
- Any temporary occupation of public space
If the scope changes after the drawing was prepared, update both the drawing and supporting documents before submitting.
3. Review Drawing Revision Control
Every drawing submitted should have clear revision information. Confirm:
- Correct drawing number
- Latest revision letter or number
- Current issue date
- Revision description where applicable
- No outdated drawing remains in the package
For revised submissions, keep a clear record of what changed and why.
4. Verify Supporting Documents
Depending on the project, the package may include method statements, traffic-management plans, permits, letters, photographs, utility information or other records. Check that each document is current and relevant to the actual scope.
5. Check File Names Before Upload
File names should make the submission easy to review. Avoid generic names such as drawing-final-new.pdf. Use structured names that identify the document, project and revision.
6. Confirm Contact and Contractor Information
Make sure the applicant information, phone numbers, company details and authorised contacts are correct. Portal comments or authority requests may be delayed when contact information is inaccurate.
7. Review the Package as a Reviewer Would
A useful final step is to review the complete package without relying on the project team’s assumptions. Ask:
- Can the location be understood immediately?
- Is the proposed work clear?
- Is the traffic impact clear?
- Do the drawings and documents tell the same story?
- Are all revisions traceable?
8. Keep a Submission Record
Save the exact files that were submitted, the submission date and the application reference. This makes later comments, revisions and resubmissions easier to manage.
