Any works that involve accessing, crossing, or modifying a public pavement in Dubai — whether temporarily during construction or permanently as part of a development — require an RTA permit. This applies to temporary pavement crossings for construction access, permanent pavement modifications for driveway connections, and external pavement works such as utility access points. Types of Pavement Access Permits

Temporary Pavement Access

Required when construction vehicles need to cross a public pavement to access a site, or when works require temporary excavation of a pavement section. The permit specifies the duration, protection measures, and reinstatement requirements. Common for construction site access during building works and utility installations.

Permanent Pavement Access

Required for permanent modifications to a public pavement — such as vehicle crossovers (dropped kerbs), driveway connections, and building access ramps. The permit ensures the modification meets RTA design standards and does not compromise pedestrian safety or pavement structural integrity.

External Pavement Works

Covers works on the external surface of pavements within the RTA Right of Way — including utility chamber installations, inspection covers, bollard installations, and surface-mounted equipment within the pedestrian corridor.

What the RTA Requires

  • Engineering drawings showing the proposed pavement modification or access point
  • Traffic and pedestrian management plan for the works duration
  • Structural details for permanent modifications showing compliance with RTA pavement standards
  • Reinstatement plan for temporary works showing how the pavement will be restored
  • Method statement detailing the construction approach
