Core RTA NOC Document Requirements

Traffic Management Drawings

The most critical requirement. Drawings must be prepared to RTA standard showing the exact lane closure or road closure layout, taper lengths calculated for the road’s posted speed, TMA positioning, crash cushion placement, barrier locations, signing distances, and arrow board positions. Drawings that do not meet RTA format, scale, or dimensional requirements are rejected immediately.

Traffic Management Plan

A written plan describing how traffic will be managed during the works — including working hours, phasing, pedestrian routing, emergency access, and any diversion routes required. The plan must correspond exactly to the submitted drawings.

Equipment Schedule

A list of all road safety equipment to be deployed, including TMA specification and impact rating, crash cushion type and certification level, number and type of barriers, signs, cones, and arrow boards. Equipment must be RTA-approved — see our RTA-approved TMAs and crash cushions page.

Method Statement

A document explaining how the works will be carried out, step by step, including setup procedures, work activities, and site clearance on completion.

Project Programme

A timeline showing proposed start date, duration, working hours, and any phased closures. Projects requiring night works must state this clearly.

Reinstatement Plan

Where road surfaces, footpaths, or kerbs are disturbed, a reinstatement plan showing how they will be restored to their original condition. Required for all utility and infrastructure works within the road reserve.

• Road closures: Full road diversion plan with alternative routing and advance signage schedule
• ROW works: ROWPS permit application alongside the NOC
• Infrastructure projects: Engineering drawings and infrastructure NOC documentation
• Events: Coordination documentation with Dubai Police and relevant authorities
