NOC for Infrastructure Works Dubai – RTA Approval for Utility and Development Projects
Infrastructure works in Dubai — including water mains, drainage systems, district cooling, electricity networks, and telecommunications installations — almost always require a No Objection Certificate from the RTA when they run alongside, across, or within the road reserve. HMJ Contracting manages NOC applications for infrastructure works in Dubai, ensuring your project gets approved on time. Call +971 50 778 9046.
Which Infrastructure Projects Need an RTA NOC in Dubai?
- Water supply main installation or repair within or crossing the road reserve
- Sewerage and drainage pipe installation alongside or under roads
- Electricity distribution cable laying in road corridors
- Telecommunications duct and fibre installation along roads
- District cooling pipe networks running within road reserves
- Stormwater infrastructure works in road corridors
- Gas pipeline crossings under public roads
- Multi-utility corridor works affecting road reserves
What Documents Are Required?
Infrastructure NOC applications require engineering drawings showing the proposed works in relation to the road reserve, a traffic management plan for any works affecting traffic, method statements for trench excavation, pipe laying, and reinstatement, and documentation confirming compliance with RTA road structure and pavement requirements. HMJ prepares all of these to RTA standard — see our RTA standard drawings service.
Infrastructure NOC vs Right of Way Permit
For most infrastructure works within the road reserve, both a NOC and a Right of Way permit are required. The NOC confirms the RTA has no objection to the works. The ROW permit authorises physical access to and works within the road reserve. HMJ manages both applications together as part of a single coordinated submission. See our full RTA NOC application guide.
