When work inside or affecting the public Right of Way is completed, the project team should review the permit record, site condition, outstanding comments, and any completion requirements before treating the activity as fully closed. A disciplined closeout process helps keep project records accurate and avoids confusion between completed works and future applications.

1. Confirm the Approved Scope Is Complete

Check that the works carried out match the approved scope, location, limits, and duration. If the actual work changed materially from the approved arrangement, the project team should review whether any additional approval or record update is required.

2. Review Outstanding Portal Comments

Before closeout, confirm that there are no unresolved review notes, document requests, or conditions that still require action. Keep the final response and approved document set in the project file.

3. Record the Final Site Condition

Prepare a simple completion record that may include:

• Final site photographs.
• Work limits and location.
• Date of completion.
• Reinstatement status.
• Removal of temporary traffic-management equipment.
• Any outstanding defects or follow-up work.

4. Check Reinstatement and Public Access

Where the works affected pavement, verge, carriageway, access, or other public areas, confirm that temporary equipment has been removed and that the area has been left in the required final condition.

5. Archive the Final Permit Documents

Keep a clean closeout file containing the approved permit, latest drawings, final correspondence, and relevant completion records. This is useful for audits, future applications, and adjacent project phases.

6. Separate Closeout From Renewal or Extension
