A ROWPS permit file should not contain only the application and approval. Contractors working within the public Right of Way benefit from keeping a clear evidence file that records the actual site condition throughout the work.

1. Start With the Approved Permit Package

Keep the approved permit, latest drawings, application references and relevant conditions together. This provides the baseline for every inspection record.

2. Record the Initial Site Condition

Before work begins, take dated photographs of the work limits, pavement, verge, access points, nearby utilities and public interfaces. This helps establish the original condition of the area.

3. Photograph the Actual Work Limits

During the project, record the limits of excavation, temporary occupation, access or other activity. Photographs should be clear enough to show the relationship between the works and the approved drawings.

4. Record Permit Conditions on Site

If the permit includes specific conditions, add evidence showing how those conditions were implemented. This can include temporary protection, access arrangements, signage or reinstatement measures.

5. Keep Inspection Notes Consistent

A useful inspection note should include the date, location, inspector, observation, required action and closeout status. Avoid vague statements that cannot be verified later.

6. Record Reinstatement Progress

Where surfaces, verges, footpaths or other areas are reinstated, document the progress and final condition. Link the photographs to the correct drawing or location reference.

7. Keep Revision History

If the permit scope, drawings or work limits change, record the revision clearly. The evidence file should show which version was active at each stage.

8. Prepare the File for Closeout

At project completion, organise the evidence chronologically and retain the final permit, approved drawings, inspection records, photographs and reinstatement evidence together.
