A delivery booking system connects the construction programme with the loading space actually available. For Dubai sites using temporary road occupation, a supplier’s preferred arrival time is only one input. The receiving team also needs to confirm vehicle suitability, unloading resources and the traffic arrangement before issuing an arrival instruction.
Collect useful booking information
Record the supplier, load description, vehicle configuration, requested arrival, expected unloading duration and receiving contact. Identify any lifting or specialist handling dependency. A booking without vehicle details may reserve a time slot for a vehicle that cannot use the intended entrance. Keep proposed bookings separate from confirmed arrival instructions so suppliers understand the status.
Base bookings on receiving capacity
Ask the site team to determine how many vehicles can be received under the actual arrangement, and which resources limit that capacity. These may include one unloading position, shared equipment or a restricted exit movement. Avoid publishing a universal interval between deliveries. The appropriate sequence depends on the activity, approved traffic layout and operational readiness on that date.
Define a dispatch confirmation step
Agree who confirms readiness before the supplier dispatches the vehicle and how the driver receives the current access instructions. The confirmation should refer to the agreed entrance and receiving contact. If a slot changes, notify the relevant supplier through the designated coordinator. A revised spreadsheet that never reaches the dispatch team will not change actual arrivals.
Handle exceptions before vehicles arrive
Establish a process for early vehicles, late deliveries and unexpected changes in load or vehicle type. Reassess the booking rather than assuming every vehicle can wait on the public approach. Any waiting arrangement must be lawful and compatible with site conditions. If the change affects the permitted road occupation or traffic plan, refer it to the responsible coordinator before altering the setup.
Link bookings to the daily briefing
Issue the current confirmed schedule to the receiving and traffic teams, with unresolved issues clearly marked. Record delivery completion and recurring problems so the next programme can be improved. Send HMJ the proposed booking schedule, layout, vehicle assumptions and known constraints when requesting traffic diversion support for loading and unloading. The booking process supports implementation; it does not replace RTA approval where required.
