Right of Way Permit Site Mobilisation Checklist Dubai
Mobilising inside or beside the public Right of Way should start only after the project team confirms that the approved limits, documents, access arrangements and traffic controls match the work that will actually happen on site.

1. Confirm the Approved Work Limits
Mark the permitted work area and make sure supervisors understand where work may and may not take place.
2. Verify the Latest Drawings
Issue only the latest approved drawings to the site team. Remove superseded revisions from active folders and mobile devices.
3. Review Site Access
Confirm vehicle entry, pedestrian movement, delivery routes and any temporary access controls before mobilisation begins.
4. Check Utility Information
Review available utility information and any related coordination requirements before excavation, drilling or temporary works.
5. Confirm Traffic-Management Requirements
Where the works affect traffic, verify that the required signs, barriers, TMA vehicles, cones and other controls match the approved arrangement.
6. Brief the Site Team
The mobilisation briefing should cover permit limits, approved dates, emergency contacts, traffic interfaces, public protection and reporting responsibilities.
7. Prepare Inspection Records
Create a simple pre-start record with photographs showing the existing site condition, access points and public interfaces.
