Right of Way Site Inspection Checklist Dubai
Works inside or beside the public Right of Way should match the approved permit, drawings and project conditions throughout the activity. A practical site inspection helps contractors identify changes before they become compliance, safety or programme problems.

1. Confirm Permit References
Keep the current permit reference and approved project documents available to the site team. Confirm that the permit dates and work description match the activity taking place.
2. Check the Approved Work Limits
Compare the actual site setup with the approved work boundary. Look for:
- Excavation extending beyond the approved limit
- Materials stored outside the work area
- Temporary equipment blocking public space
- Unapproved access changes
3. Review Traffic and Pedestrian Arrangements
Where the work affects traffic or pedestrians, confirm that the site matches the approved traffic-management arrangement.
Check:
- Signs and cones
- Barriers and delineation
- Pedestrian routes
- Site access points
- Temporary crossings
- Visibility at junctions and driveways
4. Check Temporary Structures
Review hoarding, fencing, scaffolding, containers and other temporary structures to confirm they remain stable and within the approved area.
5. Review Utilities and Existing Assets
Protect existing utilities, drainage features, street furniture, kerbs, footpaths and other public assets. Record any unexpected condition before proceeding with work that could affect it.
6. Keep the Site Clean and Accessible
Remove loose materials and unnecessary obstructions. Maintain emergency access and any routes required by the approved arrangement.
7. Record Changes
If the work method, location, duration or traffic arrangement changes, document the change and confirm whether a revised approval is required before implementation.
The official RTA ROW Services Permits System provides application and status functions for Right of Way services: https://rowpermits.rta.ae/
8. Close-Out Records
At the end of the activity, keep a record of:
- Final site condition
- Reinstatement work
- Photographs
- Removed temporary equipment
- Outstanding defects
- Relevant permit references
For permit preparation, see our Right of Way Permit Dubai page.
