ROWPS Pre-Start Site Briefing Checklist Dubai
Before work begins under a ROWPS permit, the site team should understand exactly what the approved permit allows, where the work limits are, and which controls must remain in place throughout the activity.
HMJ Contracting supports contractors with ROWPS applications, Right of Way drawings and permit coordination in Dubai. Call +971 50 778 9046.
1. Review the Approved Permit
Confirm the permit number, validity period, work scope and any special conditions that affect mobilisation or execution.
2. Explain the Work Limits
Use the approved drawings to show the team the exact Right of Way area where work is permitted.
3. Confirm Access and Egress
Review approved access points for workers, equipment, deliveries and emergency response.
4. Highlight Utility Constraints
Identify known utility corridors, crossings or protection requirements relevant to the work zone.
5. Review Traffic and Pedestrian Controls
Brief the team on signs, barriers, diversions, pedestrian routes and temporary traffic arrangements that must remain compliant.
6. Assign Permit Responsibilities
Identify who will monitor permit conditions, site changes, daily records and escalation of any issue.
7. Record the Briefing
Keep a simple attendance and briefing record for project control and handover between shifts.
