A short pre-submission meeting can prevent avoidable inconsistencies in an RTA NOC package. Before uploading the application, the project team should confirm that the scope, drawings, supporting documents, programme and responsibilities all describe the same proposed works.

1. Confirm the Exact Scope

Start by confirming the work location, limits, activity, duration and expected impact on the road or public area. All project parties should be using the same scope description.

2. Review the Latest Drawing Revision

Confirm that the traffic-management drawings and engineering drawings are the latest approved internal revisions. Check titles, revision numbers, dates, work limits and references.

3. Review Supporting Documents

Discuss the method statement, programme, equipment schedule and any project-specific supporting documents. Make sure document dates and scope references match the drawings.

4. Assign Submission Responsibilities

Agree who will prepare each file, who will carry out the final quality check, who will upload the application and who will respond to review comments.

5. Confirm the Project Programme

Review planned mobilisation dates and allow enough time for authority review and possible revisions. Avoid building the programme around an assumed approval date.

6. Identify High-Risk Review Items

Pay special attention to work-zone layout, access, diversion requirements, TMA positioning, crash cushion locations, barriers and pedestrian interfaces where relevant.

7. Final Pre-Submission Check

Before closing the meeting, confirm that the final file set is complete and that no superseded drawing or document remains in the upload folder.
