RTA NOC Project Handover Checklist Dubai
An RTA NOC is not only a submission milestone. At the end of a road or infrastructure activity, the project team should also hand over a clean record showing what was approved, what was installed, what changed, and what remains outstanding.

1. Confirm the Final Approved NOC Package
Keep the final approved NOC, latest drawings, supporting documents and approval correspondence together. Remove superseded files from the active handover folder so the receiving team can clearly identify the final record.
2. Close Review Comments
Check that all authority review comments have been addressed and that the final response is consistent with the approved drawings. Unresolved comments should be listed separately with a responsible party and target action.
3. Record the Final Site Condition
Prepare photographs showing the completed work area, removed temporary equipment, reinstated surfaces and any remaining interfaces with public roads or utilities.
4. Verify Drawing and Site Consistency
Where the work changed during execution, confirm whether the final record reflects the actual site condition. Project teams should not hand over an outdated drawing as the final record.
5. Archive Traffic Management Records
Keep relevant traffic-management drawings, TMA deployment records, crash cushion records, sign layouts and work-zone photographs where they formed part of the approved arrangement.
6. Link Closeout to Future Applications
A good handover file makes later ROWPS, NOC or adjacent project applications easier because the team can trace what was previously approved.
