Driveway Crossover Permit Dubai – RTA Approval for Vehicle Access

Building a new driveway that crosses a public pavement in Dubai — or modifying an existing one — requires a driveway crossover permit from the RTA. The crossover involves modifying the public kerb and pavement to allow vehicle access, which means it falls within the road Right of Way and must be formally approved. HMJ Contracting manages driveway crossover permit applications in Dubai. Call +971 50 778 9046.

What Is a Driveway Crossover?

A driveway crossover — also called a dropped kerb or vehicle crossing — is the section where the public kerb is lowered and the pavement is strengthened to allow vehicles to cross from the road into a property. The crossover must be designed to handle vehicle loads without damaging the pavement structure, maintain pedestrian safety across the crossing point, and comply with RTA width and gradient specifications.

When a Permit Is Required

  • New residential or commercial property requiring vehicle access from a public road
  • Widening an existing driveway crossover
  • Converting a pedestrian entrance to a vehicle entrance
  • Building a new parking access across a public pavement
  • Any modification to the public kerb line for vehicle access purposes

How to Apply

Driveway crossover permits are applied for through the ROWPS portal as permanent pavement modifications within the road Right of Way. See our pavement access permit guide for the full document requirements and our ROW permit application process.
