Road Reserve Occupation Permit Dubai – Temporary Use of Public Road Space
Placing construction materials, equipment, scaffolding, or any temporary structure on public road space in Dubai requires a road reserve occupation permit from the RTA. The road reserve — including carriageway, verge, pavement, and median — is public land, and any private occupation must be formally approved. Activities Requiring a Road Reserve Occupation Permit
- Placing skips, containers, or material storage on the road or verge
- Scaffolding or formwork that extends over the pavement or road
- Crane operations using part of the carriageway
- Temporary site offices or welfare units on road reserve land
- Construction hoarding that encroaches on the road or pavement
- Temporary parking bay suspension for construction access
How to Apply

Safety Equipment for Road Reserve Occupation
Where the occupation affects traffic flow, the RTA may require TMA vehicles, crash cushions, barriers, and construction fencing. HMJ provides all equipment alongside the permit application.
