A ROWPS application can include several drawings and supporting documents. A controlled document index helps contractors confirm that the submission is complete, current and internally consistent before upload.

List Every Submission Document
Create one index showing the title, document number, revision and date of every drawing and supporting file included in the application.
Separate Current and Superseded Files
Only current documents should appear in the active submission set. Mark old revisions as superseded and keep them out of the upload package.
Use Clear Filenames
Filenames should allow the reviewer and project team to understand what each file contains without opening it. Keep the naming pattern consistent across revisions.
Match Drawings to the Work Scope
Confirm that the document index covers the actual Right of Way activity, including work limits, access, utilities, temporary traffic arrangements and reinstatement where relevant.
Check Dates and References
Project dates, drawing references and permit information should match across the application form, drawings and supporting documents.
Record Revision Changes
For revised submissions, note which files changed and why. This makes review comments easier to trace and reduces the risk of uploading an older version.
Final Pre-Upload Review
Before submission, compare the document index with the actual upload folder. Every listed file should be present, and every uploaded file should appear in the index.
