RTA NOC Checklist Dubai – Everything You Need Before You Submit
Submitting an incomplete RTA NOC application is the fastest way to delay your Dubai road works project. The RTA rejects applications with missing documents immediately — no partial reviews, no provisional approvals. This checklist covers every item you need ready before hitting submit. HMJ Contracting prepares complete NOC submissions for clients across Dubai. Call +971 50 778 9046.
Pre-Submission Checklist
1. Traffic Management Drawings
Prepared to RTA standard — correct scale, dimensions, symbols, taper lengths calculated for road speed, TMA positioning, crash cushion placement, barrier locations, and signing distances. This is the document most likely to cause rejection if incorrect.
2. Traffic Management Plan
Written plan matching the drawings — working hours, phasing, pedestrian routing, emergency access, and diversion routes where applicable.
3. Equipment Schedule
Complete list: TMA specification and impact rating, crash cushion type and certification, number of barriers, signs, cones, and arrow boards.
4. Method Statement
Step-by-step description of how the works will be carried out, including setup, work activities, and clearance.
5. Project Programme
Start date, duration, working hours, and phasing schedule. Night works must be stated explicitly.
6. Reinstatement Plan
Required for any works disturbing road surfaces, footpaths, or kerbs. Shows how the area will be restored.
7. Contractor Credentials
Valid trade licence, contractor registration, and authorised signatory details.
8. Additional Documents (If Applicable)
- ROWPS ROW permit application — for works within the road reserve
- Major diversion plan — for full road closures on arterial roads
- Heavy vehicle mobility permit — for construction machinery movements
- Dubai Police coordination — for large events or major highway closures
