RTA Permits for Building Cleaning & Maintenance Works in Dubai

Building cleaning and maintenance can affect more than the building itself. A platform parked outside the boundary, a ground-level exclusion area or equipment delivery may occupy public space. Planning RTA Permits for Building Cleaning & Maintenance Works starts with identifying that interface, rather than assuming every cleaning job needs the same application.

Start with the building boundary and the work method

Ask the facilities manager and maintenance contractor to mark the property boundary on a current layout. Add the proposed equipment position, access route and work area. A description such as “external cleaning” does not show whether a footpath, parking space or road lane will be affected. Include the full working arrangement, not only where the vehicle wheels will stand.

Keep roof-based equipment arrangements separate from the ground-level traffic interface. The specialist responsible for the maintenance method must establish the relevant operating and protection requirements; the traffic drawing should reflect those inputs.

ROWPS Permits for Building Cleaning & Maintenance Works

Where the activity occupies public Right of Way, confirm the applicable RTA permit category against the actual site. RTA provides a service for temporary use of part of the ROW for construction and maintenance activities. This does not mean all facade work automatically falls under one permit subtype, or that building management consent replaces public-space approval.

A useful first enquiry package

  • Building name, location pin and the frontage affected.
  • Photographs showing entrances, parking, footpaths and the road edge.
  • Maintenance method and equipment details from the responsible specialist.
  • Proposed dates, working stages and setup/removal needs.
  • Known access commitments, including deliveries and emergency access.

Identify which items are confirmed and which are assumptions. For example, a vehicle size that has not been selected should remain an open input, rather than being shown as a final position on a submission drawing.

What happens when the frontage changes?

If the cleaning sequence moves around the building, compare each frontage separately. A side entrance may have a different public-access constraint from the main entrance. Record those changes before asking the drawing team to reuse the same arrangement. Any permit amendment or additional approval should be resolved through the relevant process before the changed occupation begins.

Include supporting equipment and material deliveries

Review the full public-space interface, including supply hoses, temporary racks and collection visits. The maintenance specialist should confirm these inputs before the traffic drawing is finalised. A vehicle within the boundary does not establish that every connected activity remains within private space.

Detailed maintenance access guides

Use the guide that matches the public-space issue in your maintenance proposal. Keep the work method, public access and application scope coordinated before mobilisation.

Request HMJ support

HMJ can coordinate the traffic-planning and application-support scope with your maintenance team. Review our Right of Way permit support and provide the initial enquiry package so the work can be scoped. Building access, maintenance engineering and authority approval remain separate responsibilities.

Official service reference and project enquiry

Check the current RTA service for temporary occupation of part of the Right-of-Way against your proposed scope. Confirm the applicable route before starting public-space occupation.
