Replacement glazing can introduce a public-space requirement that is easy to miss in a building maintenance programme. When scoping RTA Permits for Building Cleaning & Maintenance Works, include the delivery vehicle, unloading position and temporary rack arrangements as well as the installation activity.

Separate delivery from installation

The glazing specialist should confirm how the panels arrive, how they are handled and where they can be received. The traffic team needs those confirmed inputs to understand the public interface. A proposed installation position alone does not explain the space occupied while a delivery is being unloaded.

Identify whether racks or handling equipment remain after the truck leaves. If they extend beyond the property boundary, their occupation period must be considered independently of the vehicle booking.

Build a delivery information sheet

  • Actual delivery vehicle information and proposed entrance.
  • Panel and rack information supplied by the specialist.
  • Proposed unloading, receiving and temporary storage locations.
  • Public entrances, footpaths and parking affected by the proposal.
  • Planned rack collection and responsibility for delayed recovery.

This sheet supports coordination; it is not a lifting plan or a substitute for the specialist’s handling assessment. Do not infer lifting suitability or safe clearances from a photograph.

Review the changing public interface

A maintenance team may finish one elevation before the delivery supplier can recover its empty racks. Check that the remaining materials do not occupy an area that is expected to reopen. When the proposal involves Utilizing part of the Right of Way, align delivery, storage and collection with the applicable authorised arrangement.

If the receiving area is unavailable, contact the designated coordinator before dispatch or arrival. Drivers should not improvise unloading or waiting positions on nearby public roads.

Coordinate one current package

Keep the supplier booking, site receiving brief and traffic drawing consistent. Record changed vehicle information or a revised unloading position and send it for review before the change is used.

HMJ can scope application and traffic-planning support using these project inputs. See our building maintenance permit overview and guide to deliveries the site cannot receive. Authority approval and specialist engineering remain separate responsibilities.
