Planning ROWPS Permits for Building Cleaning & Maintenance Works should include the route between the water source and the cleaning equipment. A vehicle may fit inside the property while a hose, supply unit or working area still affects a public footpath. Record that connection before the traffic layout is prepared.

Trace the complete supply route

Ask the cleaning specialist to identify the confirmed water source, equipment position and proposed hose route on a current site plan. Mark building doors, pedestrian routes, service entrances and the property boundary. Do not assume that a connection approved by building management authorises use of the public Right of Way.

Record whether the route changes as the cleaning team moves between elevations. A supply point that suits the first frontage may create a different public-access interface on the next one.

Resolve crossings before the visit

If a proposed hose route crosses public access, refer it to the responsible maintenance and traffic teams for a coordinated solution. Do not treat a hose cover, temporary ramp or verbal instruction as an automatically acceptable arrangement. Accessibility, equipment protection and the applicable permit scope need project-specific review.

  • Identify the affected route and the period when it would be occupied.
  • Record the specialist responsible for supply and recovery arrangements.
  • Confirm how building entrances and public access will be maintained.
  • Escalate any change from the reviewed layout before implementing it.

Include collection and surface checks

The work brief should cover removing hoses and equipment, collecting associated materials and checking the affected surface before handback. Wastewater handling must be confirmed with the responsible specialist and relevant authorities; a ROW permission should not be interpreted as permission to discharge cleaning water.

A simple coordination record can show the supply route reference, proposed crossing, responsible reviewer and unresolved action. It is a project aid, not an official authority form.

Prepare the enquiry

Send HMJ the layout, photographs and specialist’s supply arrangement with the proposed work dates. Read our building cleaning permit guide and recurring visit review. Review each visit when the water source, equipment or public route changes.
