Concrete casting can occupy the same site entrance used for steel deliveries, waste collection and routine loading. Each activity may be planned separately, yet the combined programme can exceed the available space. The result is often an avoidable conflict at the boundary between the site and the public road.

Traffic diversion for loading, unloading and concrete casting works should reflect this shared access. This article focuses on coordinating concurrent activities at one gate or loading bay, rather than repeating the pump-and-mixer layout checklist.

Build one combined booking view

Bring together the concrete supplier’s dispatch plan, material deliveries, collection vehicles and building-service movements. Record the expected arrival window, approximate occupancy period and responsible contact for each activity. Identify which movements are flexible and which have technical or operational dependencies.

A booking entry should describe the space needed, not just the arrival time. A vehicle that reaches the gate at the end of another delivery’s slot may still conflict with its unloading or departure. Include the time required to clear the receiving area.

Resolve incompatible movements before dispatch

Potential conflict Planning response to assess
Mixer arrival during a long unloading operation Move the noncritical delivery to a separate confirmed slot
Collection vehicle needs the pump’s access route Arrange collection outside the affected period where feasible
Two suppliers use different gate instructions Issue one current access brief and one call-forward contact
Building service access overlaps the work area Agree a workable alternative before mobilisation

These are planning options, not permission to reroute vehicles onto unapproved public space. Where the proposed solution changes the occupation boundary or road arrangement, obtain the required review before implementation.

Give one person authority over call-forward decisions

Use a named logistics coordinator to confirm when the receiving area is available. Suppliers should know whether they are receiving a delivery booking or permission to approach the gate. Avoid conflicting instructions from several supervisors using separate messaging groups.

Define the communication fallback if the coordinator cannot be reached. Do not direct drivers to circulate repeatedly or wait in a live traffic lane. A holding location must be suitable, available and permitted for the intended use. See our delivery queue-control checklist for the associated records.

Link the combined activity to the permit scope

When preparing RTA permit and ROWPS information for loading/unloading and concrete casting, describe the activities that actually affect the road. A drawing prepared solely around the concrete pump may not represent another delivery vehicle occupying the same area.

RTA’s Right-of-Way utilisation service includes concreting and loading/unloading. Confirm the applicable scope and conditions for the proposed operation. A permit for one arrangement should not be assumed to cover a materially different simultaneous activity.

Handle an unexpected delivery without losing control

Suppose a scheduled material delivery arrives during the casting operation because its supplier received an old programme. The gate team should contact the logistics coordinator and use the agreed holding or rescheduling process. Opening an extra roadside unloading position would create a new site condition that has not necessarily been assessed.

Record why the conflict occurred and update the supplier instructions. This illustrative example shows why dispatch coordination matters even where the physical traffic controls were installed correctly.

Protect the end of the work window

Do not fill the recovery period with additional deliveries simply because the pour appears nearly complete. The pump and support vehicles still need to leave, and the road interface must be checked. Use our concrete casting work-window guide to retain realistic time for these activities.

Scope: RTA and ROWPS references apply to Dubai. For other UAE emirates, confirm the responsible road authority. This is planning guidance; project approvals and competent technical assessments govern implementation.
