RTA NOC for Construction Dubai – Building and Infrastructure Projects
Any construction project in Dubai that affects or is adjacent to a public road requires an RTA NOC. This applies to new building construction, infrastructure development, demolition, and refurbishment projects where construction activity — site access, material delivery, crane operations, or temporary structures — interacts with the public road network. HMJ Contracting manages construction NOC applications across Dubai. Call +971 50 778 9046.
Construction Projects That Need an RTA NOC
- New building construction with site access from a public road
- Infrastructure works — bridges, tunnels, drainage, and utility networks
- Demolition projects adjacent to public roads
- Tower crane erection and operation near road corridors
- Hoarding and scaffolding encroaching on public pavement or road space
- Construction vehicle entry/exit points crossing public roads or pavements
- Temporary material storage within the road reserve
What the RTA Requires for Construction NOCs
Construction NOC applications must include a site traffic management plan, RTA standard drawings showing how construction traffic interacts with the public road, an equipment schedule specifying any TMAs and crash cushions required, and a project programme. For works within the road reserve, a ROWPS ROW permit is also needed. See our NOC checklist and requirements page.
Construction Vehicle Permits
Construction projects often need additional permits for heavy vehicle movements, crane transport, and banned times exemptions. HMJ manages all these alongside the construction NOC.
