A tower crane erection date can change after transport, lifting and traffic-management teams have been booked. A technical issue, delivery delay or an assessment by the lifting team may prevent the operation from proceeding. The road-interface team then needs a controlled response that protects public access and keeps the revised plan consistent.
This guide covers postponement coordination for traffic diversion and RTA permit support for tower crane erection. Decisions about lifting conditions, equipment limits and whether a lift can proceed remain with the responsible competent specialists.
Distinguish three points in the programme
A postponement before any site occupation is different from a cancellation after controls are installed. It is different again from a pause when equipment has been assembled and cannot immediately leave. The response should reflect the actual stage of work.
| Stage | Coordination priority |
|---|---|
| Before mobilisation | Stop dispatch instructions and confirm the revised booking and approval position |
| Controls installed, operation not started | Assess safe recovery and the authorised process for restoring access |
| Operation partly completed | Follow the competent team’s safe-state plan and coordinate the continuing road impact |
The project should identify these scenarios in advance. Do not assume that ending a lifting activity means the affected road can reopen immediately.
Name the decision-makers and notification order
Identify the lifting decision-maker, main contractor, traffic supervisor, delivery coordinator, permit coordinator and building or site representative. Record who confirms the stop or postponement and who distributes the revised instruction.
Use one message that clearly states whether deliveries are cancelled, held or rescheduled. Include the affected date and reference the latest programme. A driver should not interpret “await update” as permission to approach a closed site gate.
Check permit dates before choosing a replacement slot
For ROWPS and RTA road closure for tower crane erection, review the issued dates, work limits and conditions. A contractor’s revised booking does not change an authority approval. Confirm the applicable renewal, amendment or new-application route with the permit coordinator and relevant authority.
Use the official RTA ROW Services Permits System for the relevant application workflow. Do not present a pending request or an email discussion as a replacement for the required issued approval.
Plan safe recovery if the road is already occupied
The lifting and traffic teams should agree what must remain protected, what can be removed and the sequence for equipment departure. Consider trailers, support vehicles, components on the ground and any temporary pedestrian route. Keep protection appropriate to the remaining hazards until the agreed recovery can be completed.
Where the operation cannot be made ready for reopening within the planned window, escalate promptly through the project’s authority coordination arrangements. Do not improvise a prolonged closure or remove controls simply to match the original finish time.
Recheck the replacement date as a new coordination point
The same location may have different access conditions on a later day. Check other site deliveries, neighbouring work, building access and the availability of the traffic crew. Confirm that the proposed lifting equipment and trailer arrangements are unchanged; otherwise, review the drawing interfaces again.
Our lift-plan and traffic-drawing coordination guide explains how to identify mismatched layouts. Use the delivery staging guide to reissue the vehicle sequence.
Keep an auditable postponement record
Record the decision time, decision-maker, reason category, notified parties, site condition and required follow-up. Keep commercial cancellation or remobilisation terms separate from authority permissions. This makes it clear which bookings have changed and which approvals still require action.
The same principles apply to traffic diversion for crane erection beyond tower cranes: reschedule the road interface as carefully as the lifting operation itself.
Request project coordination support
Contact HMJ Contracting with the location, proposed dates, site photographs and available drawings. Request a project quotation or call +971 50 778 9046. Authority approval is not guaranteed.
Scope: RTA and ROWPS references apply to Dubai. For other UAE emirates, confirm the responsible road authority. This is planning guidance; project approvals and competent technical assessments govern implementation.
